Sammanfattning

The sustainability transition of food packaging is a crucial component of the transition towards a circular economy. Its progress depends on the interplay of regulation, material innovation and consumer behavior. This study examines the role and agency of the consumer-citizen in the sustainability transition of food packaging. The data consists of a qualitative consumer panel and interviews, which are analysed to identify factors influencing the consumption of more sustainable packaging. The results indicate that consumer-citizen choices are primarily shaped by everyday practices, infrastructural conditions, as well as informational and psychological factors. Challenges related to sorting and recycling, ambiguous environmental claims and regulatory gaps hinder sustainable consumption. Conversely, efficient waste management, clear packaging labels and ecologically viable packaging solutions that fit into everyday life can support the active role of the consumer-citizen. The study highlights the need for structural changes, including stricter regulations, improved consumer information and innovative recycling solutions, to accelerate the sustainability transition of food packaging. The consumer-citizen is not merely a passive consumer but can act as a change agent, promoting more sustainable food packaging at a societal level.
