Sammanfattning

The present article focuses on the interplay between the three core components of the Åland regime, or arrangement, as it was negotiated and legally entrenched in 1921 and as it has evolved in law and its practice thereafter. The three components are: autonomy, security and culture. By regime, I mean a system of legal rules which gives the basic framework for the position and governance of the region. The Åland Islands are a Swedish speaking, autonomous, demilitarised and neutralised archipelago in the Republic of Finland. Theoretically this chapter raises questions of complexity and polycentricity in law and of the relation between domestic and international rules.
