The EU AI Act and related frameworks aim to democratize AI by balancing innovation with accountability and inclusivity, addressing risks of misuse and systemic inequalities. The Act emphasizes transparency, accountability, and human oversight to reform the dynamics of AI and Europe's bureaucracy, highlighting the risks of AI misuse and the potential for empowerment. Examples from China and Turkey illustrate the dual nature of AI, with the EU AI Act offering a vision of governance that prioritizes transparency and participatory governance to prevent authoritarian exploitation. Europe's leadership in AI governance provides hope for balancing innovation with justice, but systemic issues like structural inequities and lack of diversity in technology development must be addressed to ensure AI's promise as a tool of empowerment rather than disenfranchisement.
