The project “From awareness to action – Strengthening anti-corruption in the City of Turku” (FACT-TURKU) is grounded in the national anti-corruption strategy (2025–27), which highlights the importance of corruption prevention not only at the national level but also within municipalities and wellbeing services counties. The project also builds on studies showing that awareness of corruption within Finnish municipalities tends to be low and that corruption-related risk analyses are either inadequate or entirely lacking.

The project focuses on anti-corruption within the City of Turku’s context and aims to strengthen the city’s anti-corruption framework and its capacity to identify and manage corruption risks. Such risks are linked to nationally identified risk areas, including public procurement, land-use and zoning, recruitment, and political decision-making, as well as to levels of anti-corruption knowledge and attitudes towards corruption.

The FACT-TURKU project will result in a final report containing recommendations on strengthening the city’s anti-corruption efforts. This also contributes to the implementation of the City of Turku’s Mayor’s Programme (2025–29), which emphasizes sound financial management, equal treatment of residents, sustainable urban development, and the city’s attractiveness.

The project is implemented by Åbo Akademi University / the Institute for Human Rights in cooperation with Linnaeus University in Sweden.
